David Rosenberg is the Lee S. Kreindler Professor of Law at Harvard Law School. I thank participants in the conference on New Approaches for a Safer and Healthier Society held in May 2013 by The Cegla Center for Interdisciplinary Research of the Law at Tel Aviv University for commenting on the Article. I also express special appreciation, first to Professor Alon Klement for his incisive critique of my paper, and second, to the Cegla Center for providing me with the opportunity to partake of the uniquely valuable intellectual resources of Tel Aviv University and in discussions among world-class thinkers from Israel as well as the United States on the most pressing and important public policy issues in my area of study.
